The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.

How can you make a difference?

Under the general guidance of the Social Protection Specialist, the Social Policy Officer (Social Protection) is accountable for providing technical support and assistance in all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV.

Mozambique is ranked as one of the countries with highest vulnerabilities to climate change. In the past years the country faced multiple shocks such as floods, drought, conflict and COVID-19 pandemic. To mitigate socio-economic impact of shocks to the poor and vulnerable, enhancement of shock-responsiveness of national social protection system has become top priority. The post will focus on supporting strengthening shock-responsive social protection, working closely with the government partners at national and subnational levels.

Summary of key functions/accountabilities:

Improving data on child poverty & vulnerability for increased use for policy and programme action
Strengthening social protection coverage and impact for children (especially in emergency settings due to natural causes as cyclones, floods or other events affecting security in most remote areas and more vulnerable populations)
Improving use of public financial resources for children
Strengthening capacity of local governments to plan, budget, consult on and monitor child-focused social services.
Strengthened advocacy and partnerships for child-sensitive social policy (especially in emergency settings due to natural causes as cyclones, floods or other events affecting security in most remote areas and more vulnerable populations).

To qualify as an advocate for every child you will have…

A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field
A minimum of two years of relevant professional experience is required.
Experience working in a developing country is considered as a strong asset.
Background and/or familiarity with emergency is considered as a strong asset.
Fluency in English and Portuguese is required. Other local languages is a strong asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.

There will be no relocation package offered for this post. The successful candidate will be responsible for his/her own relocation and settlement in the city where the post is based.
