The requirements for this position are as follows:
Bachelor’s degree in science or engineering (Environmental, Chemical or Civil Engineering), or environmental technology, or related fields or a combination of education.
Three or more years of experience in health, safety, and environmental-related laws or and regulations compliance or related area with similar tasks.
Fluent in English and Spanish, both written and spoken.
Excellent communication skills, cross-functionality and mutual support with other departments and peers, able to work on a fast-paced environment, ability to define problems, collect data, establish facts, and draw valid conclusions.
Computer skills (MS Office, SAP, among others)
Willing to work off hours and non-working days. Able to handle and coordinate emergencies on sites at any date, any hour.
Activités
To support the department meets its milestones the accountant will perform the following activities:
Under the responsibility of the HSE Manager, the HSE Compliance Specialist will:
Ensure environmental Compliance with Local and Federal Laws and Regulations for all compliance programs for the service stations operation.
Transmittal of documents, endorsement, Environmental permits and notifications
Environmental Inspection, compliance test monitoring and reports evaluation
Ensuring the completion of the Service Station Operation Permit
Provide support to Legal Department on researching and verifying compliance information
Provide support to retail sites in Puerto Rico and USVI in response of identified discrepancies during regulatory inspections (i.e.: EPA, DPNR).
Provide support to Commercial, Operations and Maintenance Departments on safety and environmental related issues.
Provide supervision to underground storage tanks (UST) activities related to HSE
Provide supervision and support to underground injection control (UIC) septic tank closures pr modification activities as required by the HSE Manager.
Conduct field inspections and operations monitoring
HSEQ compliance inspections for new or currents clients (service stations / general trade, lubricants).
Schedule works: Prevention Plans, works evaluation and field supervision.
Monitor remediations activities safety management.
Monitor investigation reports and action plans.
HSE Department budget responsible: PR (Purchase Requisition) Creation, MIGO, invoice PTP process follow-up. Assistance in yearly PC & BU and with allocation and provisions monitoring.
Societal (SRM+ Program management / Sustainability Program and provision monitoring / Action)
PATROM
Coordinate as per Chapter 3 HSE Management.
Ensure PATROM compliance, assisting Logistics Department and Transport Contractor Companies.
Other:
Responsible for ensuring compliance with MAESTRO’s principles, rules, Gap Analysis, procedures, among others, related to the job holder area and/or department, along with the implementation of the defined actions plan because of audits, inspections, visit, etc.
Owner of MAESTRO Principle 3 Risk Management. The role is to: for any activity the hazards to which people, the environment and assets are exposed are systematically identified, the associated risks assessed and the measures for reducing them defined and implemented. The risk level and risk reduction measures are periodically reassessed, at a minimum with each change of an activity or a process. In particular, the potential risks to human health, the technological risks and the potential significant environmental impacts are managed as per this principle.

To support our HSE department operations while performing the tasks mentioned above, the HSE Compliance Specialist will be working on an environment that requires:
This position has a high-level exposure to Environmental Protection Agency and Department of Natural Resources requirements which require a strong technical and compliance background. The lack of follow up and compliance with regulatory requirements might have significant financial impact to the company. Further, any environmental problem or noncompliance with the regulatory requirement will impact negatively the image, brand name and brand awareness to TotalEnergies.
This position demand exhausted presence at operations and field site. The following physical demands are required: Will spend long hours sitting and typing on a computer keyboard and using office equipment (computers, printer/copying machines, etc.) Some lifting of supplies and materials from time to time may be required. Long hours at operations sites, heat stress, high risk operations. Driving long distances island wide.
This position ensures day to day regulatory compliance of the company (Service Stations Activity). Responsible of compliance permits, reports, remediation activities and inspections.
