OBJECTIVE OF THE OFFICE/DEPARTMENT



This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)



The General Services Operations Department manages the logistical and infrastructural services which include the provision of safe and secure office space for Washington Headquarters staff with services such as mail and courier, motor pool, conference rooms, archive and printing. GSO also assists PWRs in locating and maintaining safe and secure office space and other support services.


PURPOSE OF THE CONSULTANCY
Support the Department of General Services (GSO) with the implementation, management and coordination of infrastructure projects within the PAHO Headquarters buildings.


Deliverables:
The consultant is expected to deliver the following:
• Responsible for the planning, execution, and delivery of infrastructure-related projects at PAHO HQ;

• Define and coordinate complex project plans including scope, budget, and schedule, and execute tasks defined in project plan to achieve goals using standard project management methodologies and practices;

• Coordinate project teams consisting of organizational stakeholders, architects, engineers, and/or vendor teams and resources;

• Coordinate and manage all phases of the project and serve as primary point of contact for all internal and external project stakeholders;

• Establish project governance structure and facilitate signoffs and executive approvals for key decisions;

• Create stakeholder communication plans and lead regularly scheduled communication with all stakeholders;

• Schedule and facilitate regular meetings with project team and other key stakeholders by preparing agendas, facilitating discussion points, and driving and documenting key decisions and action items;

• Work with project team to clearly communicate roles and tasks and track weekly progress towards tasks and deliverables;

• Provide status reporting on project activities, risks, spending, and schedule via established methods;

• Manage relationships with project vendors, ensuring compliance with contracts, deadlines, and quality standards;

• Manage budget planning and forecasting and provide monthly analysis of spending patterns and budget variance;

• Facilitate and support the distilling, development, and dissemination of lessons learned and best practices;

• Provide change management planning and support to constituents;

• Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education:
Essential: Bachelor’s degree in Project or Business Management

Desirable: Certification or degree in Architecture or Engineering studies.

Experience:
Essential: Minimum of 8 to 10 years of professional project management experience specifically managing large, infrastructure-related projects; experience leading multiple infrastructure projects simultaneously and being responsible for the delivery of those projects; management of external vendor relations; experience leading projects in a Microsoft-centric infrastructure environment including, but not limited to, SharePoint, Office 365.


Use of language skills:
Essential: Very good knowledge of English or Spanish with a working knowledge of the other language.


REMUNERATION
Will be based on PAHO scales for International consultants. Current daily rates range from US$ 172 – US$ 314 (Band A-B)


Work Schedule:
Depending on the specific assignment.

Contract Duration:
12 months
