Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
IOM’s Rapid Response Fund (RRF), in close coordination with the USAID Bureau for Humanitarian Assistance (USAID/BHA), is one of the few fast, flexible emergency funding mechanisms available to International and National Non-Governmental Organizations (I/NNGOs) in Sudan. Managed by IOM since 2013, the RRF facilitates life-saving humanitarian interventions to IDPs, returnees, host communities, and vulnerable populations affected by conflict, floods, disease outbreaks, and other natural and man-made disasters throughout the country. The RRF provides critical support through Non-Food Items (NFI), Shelter, WASH,Health and Protection assistance.

Under the overall supervision of the Head of Programme and the direct supervision of the Grants Manager (Rapid Response Fund), the successful candidate will be responsible for ensuring that the content and processes of grants consistently meet project objectives and IOM standards.

Core Functions / Responsibilities:
1. Check the overall quality of proposals submitted by partners, grant documentation, and maintain thorough internal tracking and monitoring of all relevant grant information.
2. Ensure accuracy, consistency and timeliness of reporting from implementing partners to feed into the RRF programme’s own internal and external reporting obligations.
3. Work with RRF programme colleagues to improve the quality of monitoring templates (ensuring that tools incorporate protection mainstreaming, technical elements included in the proposal), as well as reviewing Monitoring Reports created by the RRF team.
4. Track the programme’s implementation processes, including following up on financial and procurement documentation with appropriate Units in the Mission.
5. Produce all requested reports due internally within IOM, externally to donors, and various ad hoc reporting and visibility materials.
6. Together with the RRF Grants Manager, ensure that implementing partners fully understand all administrative requirements of the RRF Grants process, undertaking capacity building with those partners that may require it.
7. In conjunction with the RRF Grants Manager, liaise with the programme’s prime donor (USAID/BHA) to provide regular updates on programme activities.
8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Social Sciences, International Development, Business Administration, Business Management, or a related field from an accredited institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional work experience.

Experience
• Professional experience in community-based and/or small grants programming, through delivery of humanitarian assistance, infrastructure works, or civil society strengthening is required;
• Experience working with United States Agency for International Development (USAID) funded programmes is required, and with USAID’s Bureau for Humanitarian Assistance (BHA) an advantage; and,
• Experience in operational activities in a post-crisis or emergency context is required.

Skills
• Strong ability to write and edit grant applications in line with knowledge of USAID processes, templates, and guidelines is essential;
• Understanding of humanitarian emergency contexts, and general technical understanding of the sectors that the RRF programme supports, such as Shelter, NFIs, WASH, Health and Protection in emergencies;
• Ability to quickly write clear, concise donor reports and other ad hoc reports in English; and,
• Technical skills in M&E are desirable.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of French, Spanish, Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
