Scope of Work:
1. Goal:
Under the overall guidance of the UNICEF Chief of Child Survival and Development and under the supervision of the Nutrition
Specialist, in close collaboration with all nutrition partners at the Ministry of Health, the consultant will be expected to deliver
training on the BFHI, supervise one cascade training, develop assessment and supervise the BFHI assessment for one hospital.
2. Objectives:
Specifically, the consultant is expected to:
I. Prepare training material and training agenda on the BFHI based on the latest guidelines and supporting documents,
contextualized to the Angolan context.
II. Based on consultation with UNICEF, the Ministry of Health and national partners, prepare a checklist for identifying
training participants and deliver a training of trainer’s course on the BFHI. The duration of the training should not
exceed five days, training at most 40 participants. A training report and participant pre- and post-training scores
should be shared along with contact details for future training needs.
III. Following the training of trainers, prepare a checklist to identify skilled trainers who can be listed as national BFHI
trainers.
IV. With no more than five skilled trainers leading a training, supervise one cascade training at provincial level.
V. With no more than five skilled trainers, supervise the assessment of one hospital for the BFHI, providing all
supporting tools and documentation and supporting with the formulation of recommendations and the final
assessment report.
VI. Develop an excel based spreadsheet/assessment tool (adapted from the established BFHI tools) in Portuguese to
assess all maternities in terms of compliance with BFHI standards (the consultant will develop the tool but will be
responsible for assessing only one maternity).
VII. Prepare and submit a final consultancy report; with observations and conclusions from the Training of Trainers and
BFHI assessment to support recommendations for the roll-out of the BFHI training package in Angola; the report is
to include an executive summary of no more than two pages in accordance with UNICEF standards.

2. Prepare training material and training agenda on the BFHI based on the latest and supporting documents. Training material and agenda approved by UNICEF
3. Based on consultation with UNICEF, the Ministry of Health and national partners, identify participants and deliver a training of trainer’s course on the BFHI. The duration of the training should not exceed five days, training at most 40 participants. A training and participant pre and post-training scores should be shared along with contact details for future training needs. Participants identified, training prepared and delivered with training and pre and post training and approved trainers list reviewed and approved by UNICEF in 15 working days. Payment #2
4. Following the training of trainers, identify skilled trainers who can be listed as national BFHI trainers.
5. Support the planning and implementation of one cascade training at provincial level with the participation of no more than five trainers from the training of trainers. Report of one cascade training approved by UNICEF in 10 working days Payment #3
6. Develop an excel based spreadsheet/assessment tool to assess all maternities in terms of compliance with standards. Excel spreadsheet assessment tool approved by UNICEF
7. Support the planning and implementation of an assessment of one hospital for the BFHI with no more than five skilled trainers, all supporting tools and documentation and supporting with the of and the final assessment report. Report of one hospital assessment approved by UNICEF in 7 working days Payment #4
8. Prepare and submit a final consultancy report with observations and conclusions from the Training of Trainers and BFHI assessment to support recommendations for the roll-out of the BFHI training package in Angola; the report is to include an summary of no more than two pages in accordance with UNICEF standards Consultancy report finalized and approved by UNICEF in 5 working in days Payment #5
To qualify as an advocate for every child you will have…
• University degree in one of the disciplines relevant to the following area:
nutrition, public health, maternal and child health, medicine, paediatrics, nursing.
• At least five (5) years of relevant professional work experience, in the field of maternal and child health.
• Excellent interpersonal skills
• Excellent writing, facilitation, reporting and presentation skills.
• Excellent coordination competencies.
• Demonstrated ability to effectively work with others and communicate in a multicultural environment.
Language Proficiency
• Intermediate level Portuguese is required
• Working knowledge in English is as asset

Terms of Payment:
The consultant will be paid an all-inclusive fee (transportation costs, stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule.
Contract Duration: 47 working days
