How can you make a difference?
Scope of Work:
Under the guidance of the Chief of Health and Nutrition programme, and in close collaboration with the Programme Assistant for Health, Nutrition and HIV/AIDS, the consultant will
Contribute to the Supervisor’s planning and management, section budget control function
Analyse government and partner requests for cash and supply inputs against the RWP
Ensure compliance of submitted request and liquidation documents with UNICEF HACT regulations and procedures (Harmonized Approach to Cash Transfers to Implementing Partners (HACT) (sharepoint.com)
Follow-up with partners for DCT preparation, implementation, and settlement processes.
Follow-up with preparation, accuracy and completeness of documents for authorized direct payments either through Mobile Money Systems and/or to third parties on behalf of MOH)
Propose timely corrective actions to be undertaken in implementing partners justifications.
Assist in reviewing procurement requests directly with section colleagues in collaboration with the procurement team, ensuring processes and payments are completed in a timely manner.
Undertaken daily calls, meetings, and follow-ups with the IP for DCT regularization processes.
Undertake field mission to collect DCT and participate in health and nutrition programme related spot checks and end-user monitoring mission.
Support the Supervisor in the section’s filing and knowledge management functions
Support the Health and Nutrition Programme Assistant and the HACT officer in partner’s training.
Perform any other duties as required for the section.
Key Results:
• Agreed workplan and performance indicators to be submitted before 21st December
• Monthly progress report on consultant’s workplan implementation.
• Bi-monthly report on DCT and Direct Payment requests received, processed, and liquidated.
• Monthly report on supply requests received and processed, and POs cleared and transferred to implementing partners.
To qualify as an advocate for every child you will have…
An University degree in accounting, audit, economics, administration, Finance, or related areas.
A minimum of two years of relevant professional experience in Monitoring and finance verification.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
