JOB PURPOSE
The United Nations World Food Programme (WFP) is the UN humanitarian agency, fighting hunger worldwide. In agreement with the DPRK Government and in line with the United Nations Strategic Framework, WFP currently implements the Interim Country Strategic Plan (2019–2023) aiming at ending hunger and malnutrition through three strategic outcomes:

➢ Strategic outcome 1: Children under 7, pregnant and lactating women and girls, and tuberculosis patients in targeted counties have stabilized or improved nutrition, particularly micronutrient status, by 2025;

➢ Strategic outcome 2: people vulnerable to disasters and food insecurity in targeted counties are able to meet their food and nutrition needs during and after shocks and stresses by 2023;

➢ Strategic outcome 3: crisis-affected people have access to food all year. “Nutrition Support to Children and Women and Strengthening Community Capacity to Reduce Disaster Risks” with two main components.

KEY ACCOUNTABILITIES
Under supervision of the Head of Programme, within delegated authority, the International Field Monitor will be responsible for conducting monitoring and reporting of operational activities in assigned areas, identifying potential problems and supporting the overall programming process:
• Monitor and co-ordinate the implementation of the WFP-assisted programme at the local level, in close collaboration with the implementing partners.
• Monitor and review the overall commodity movements and supply chain such as food deliveries, storage, local food production factories, transport and distribution at all points in the supply chain and verify if the amounts received have been properly recorded, damaged or suspected to be damaged.
• Supervise the distribution of food items at the site and ensure proper distribution of entitlements and verify appropriate entitlements are distributed and provide feedback to management.
• Participate in regular meetings with the local government institutions on food security situation, agricultural activities, nutritional status, commodity pipeline, distribution arrangements, food entitlements and other relevant issues;
• Visit distribution sites to check food availability in relation to the number of beneficiaries, rations, commodities and quantities distributed, report on any losses and logistics aspects;
• Monitor food security situation and nutritional status of the local populations;
• Complete monitoring checklists with Tablets and other forms in the field and upload data/checklists into the MoDa monitoring database in a regular manner. Write regular field trip reports and weekly updates, as advised;
• Provide inputs to the inconsistencies table and monitoring statistics;
• Write beneficiary/success stories and take photos for publicity and resource mobilization;
• Report on the effectiveness of WFP activities, constraints and present recommendations for improvement. Coordinate with local authorities for improving efficiency and timely food access to beneficiaries.
• Participate in food security or nutritional assessments and donor missions as required by WFP.
• Assist the CO M&E to solve any issues in MoDa system, to analyse the data and to generate reports from the system.
• Assist the CO M&E to create a logframe and validate data in COMET; and provide the beneficiary number and feeding days as per request.
• Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS
EDUCATION

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

EXPERIENCE

Minimum of three years of professional experience in a relevant field of work focusing on food security, with a background and interest in international humanitarian and development.

Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.

Ability to work with a diverse team, take initiative while maintaining a strong teamwork attitude.

KNOWLEDGE& SKILLS

Knowledge and skills for utilizing WFP or International Non-Governmental Organizations monitoring and evaluation systems and standards. A solid understanding of the DPR Korea context is an added value.

Languages:

Fluency (level C) in English;

Korean knowledge is an asset.

Results/expected outputs
Within delegated authority, the International Field Monitor will be responsible for conducting monitoring and reporting of operational activities in assigned areas, identifying potential problems and supporting the overall programming process.

As the DPRK border remains closed to people, and the operation is suspended, the International Fielder Monitor will assist the Head of Programme to work on generic programme activities, such as: provides inputs to the OED Topic Brief, the Country Brief, Gender and Age Marker and the Annual Country Report as required, closely works with RBB’s M&E, COMET and Gender teams and participate in webinars and meetings.
