In Burundi, UNICEF has a very diverse portfolio of responsibilities but all with the same objective which is to assist the Government and other stakeholders to fulfill children’s economic, social, cultural, political, and civil rights. The UNICEF country program in Burundi aims to improve the lives of children and women in the following key areas: Child and maternal health, Nutrition, Education, Child Protection, Water, sanitation and hygiene, Social Policy and Advocacy, Adolescent empowerment and community resilience, and Humanitarian response.
How can you make a difference?
Under the general guidance of the Deputy Representative, some of the major duties of the Chief Planning, Monitoring and Evaluation are to: Prepare all programme documentation, in collaboration with programme sections and concerned UN agencies; Ensure strategic planning for cross-sectoral programming including innovative approaches and provide guidance on country programme planning processes, including annual work planning; Draft changes to or prepares programme work plans and programme recommendations; Review and evaluates technical, institutional and financial feasibility and constrains of programme in collaboration with stakeholders; Prepare relevant reports as required; Bring coherence, synergy and added value to the programming planning and design processes, using a rights-based and results-based management, particularly for BCO’s areas of convergence and delivery of the integrated ECD package; Lead the evaluation portfolio and coordinate the research agenda; Prepare and submit viable recommendations on project implementation, alternative approaches, and the optimal utilization of resources, as well as recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives.
Summary of key functions/accountabilities:
Managerial leadership
Prepares all programme documentation, in collaboration with programme sections and concerned UN agencies. Ensures strategic planning for cross-sectoral programming including innovative approaches and provides guidance on country programme planning processes, including annual work planning. Drafts changes to or prepares programme work plans and programme recommendations. Reviews and evaluates technical, institutional and financial feasibility and constrains of programme in collaboration with stakeholders. Prepares relevant reports as required. Brings coherence, synergy and added value to the programming planning and design processes, using a rights-based and results-based management, particularly for BCO’s areas of convergence and delivery of the integrated ECD package. Leads the evaluation portfolio and coordinate the research agenda. Prepares and submits viable recommendations on project implementation, alternative approaches, and the optimal utilization of resources, as well as recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives
Provides guidance and supervision for setting up a monitoring and reporting mechanism for programme implementation. PME is closely engaged on the data work along with Social policy and other teams. Ensuring and strengthening AAP. Provides technical support to ensure that a set of programme performance indicators is identified and adjusted as necessary, with inputs of all concerned partners to assess progress towards expected results. Coordinates with partners to ensure that monitoring system are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into the programme performance monitoring, with special attention to humanitarian response, decentralization and community development. Drawing on monitoring and analysis of key programme performance and management indicators, provides professional input to management reports, including relevant sections of the annual reports. Promotes the awareness and understanding of the shared responsibility of monitoring function among all staff members through communication, training, learning and development activities organization wide. In close collaboration with partners, ensures that monitoring capacity building strategy for UNICEF / UN staff national partners and institutions exists in the context of IMEP, or UNSDCF
Monitors the overall allocation and disbursement of programme funds, making use that funds are properly coordinated, monitored and liquidated. Takes appropriate action to optimize use of programme funds, and ensure programme efficiency and delivery through a rigorous and transparent approach to programme planning and monitoring, with a special emphasis to the monitoring of Harmonized Approach to Cash Transfer (HACT) as well as PSEA.
Ensures that well-prioritised and strategic selection of evaluations at programme or CO strategy level are managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are effectively disseminated to intended audiences. Provide technical advice and guidance to programme managers and staff to ensure evaluation design and management meet quality standards as outlines in the policies and procedures. Specifically ensure that evaluation results are fed into key programme planning processes. Coordinate and sensure that participatory feedback, including to community and civil society stakeholders is provided. Coordinate and advice to CO to ensure that a Management response to the findings is completed, recorded and monitored to ensure follow-up.
Alliance Building and UN System Coordination. Contributes to UNICEF’s participation in the CCA/UNSDCF process in close collaboration with UN agencies, ensuring adequate input on the improvement of the well-being of children and women. Contributes to the development of joint programmes. Contributes to activities of the UN Integrated Group on Monitoring and Evaluation as well as the PMT, and provides assistance in their using up-to-date information from BurundInfo in, inter alia, Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports.
Innovation, knowledge management and capacity building. Identifies training needs for the purpose of capacity building and sustainability of programme. Assists government authorities to plan and organize training programmes.
Undertakes field visits to monitor and evaluate programme implementation, as well as conduct periodic programme reviews with government counterparts and other partners. Identifies problems or alternative courses of action to accelerate/improve programme delivery.
Support the resilience agenda. In humanitarian response situations, provide technical support for a rapid assessment (inter-agency or independently if necessary) to be carried out within the first 48-72 hours. Help provide adequate strategic information to determine programmatic needs in health and nutrition, education, child protection, water supply and sanitation, and other salient child rights issues as well as factors affecting the organization’s capacity to function in the field. Provide technical support to ensure that the CO has information necessary for UNICEF to effectively report on and advocate for children’s rights through the appropriate channels.
To qualify as an advocate for every child you will have…
Advanced university degree in social sciences or other relevant disciplines. Practical training in programme management and evaluation, survey and research analysis, or applied statistical data analysis in social sciences an asset.
Eight years (8) years of progressively responsible professional work experience in programme planning, administration, monitoring and evaluation.
Fluency in English and French is required.
