Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.
Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. How can you make a difference?
Purpose of Activity/Assignment: Provide technical assistance to update the report on Ethiopia’s national Situation Analysis of Children and Women in Ethiopia
Scope of Work: The national situation analysis presents an analytical narrative of children’s rights and well-being in Ethiopia. The analysis is rights based, and examines the progress, challenges, and opportunities for achieving child rights and well-being, and the patterns and causes of deprivations that children face. It also considers the progress that policy and programme interventions have made towards of inclusive social services; the adequacy of budget and policy delivery for leaving no child behind. It looks at the disparities in the realization of rights across different dimensions. It also highlights the situation of children left behind, as well as those children most at risk of being left behind. The national situation analysis report will be updated using as reference all relevant recent surveys, studies, thematic areas analysis and evaluations. Useful evidence will be extracted from these various references to analyse the situation of children and women in Ethiopia.
The SitAn covers the following key sections:
Country overview (demographic profile, political economy and governance, Child Rights Governance, humanitarian risk profile, gender profile, public finance, poverty, drivers of inequities, stakeholders, businesses, country assessment of essential products, markets and supply chains for children and knowledge attitude and practice.
Analysing children’s rights involves causal analysis of the degree of the realization (or non-realization) of child rights in Ethiopia. The analysis should use a conceptual framework to guide the analysis and develop the narrative of children’s rights and well-being in Ethiopia. The suggested analytical framework in the core guidance note should be contextualized to Ethiopian context. (See the reference in footnote 3 page 15 and 16 for the fundamental conceptual framework and guiding questions.
Knowledge on children: situation analysis uses data, risk analysis and findings from surveys, research, and evaluations to present a complete and rigorous analysis of children’s rights and well-being. National data sources are recommended to be used. In the case of limited data, data gaps should be identified and discussed. Alternative data sources such as global estimates and other alternative data sources could also be used. When using these data sources, it is important to explain the origin of the data, including who collected the data and how and when it was collected. This information must be verifiable. The data quality must be reasonably accepted by the key stakeholders. The analysis must clearly outline the caveats and limitations when interpreting data from alternative data sources

To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in the Social Sciences or related fields relevant for the assignment.
A minimum of 8[Eight] years of relevant professional experience in research and other relevant professional experience is desirable
Knowledge and demonstrated experience with Results and Rights Based Management (RRBM) and the principles of gender mainstreaming and promotion of gender equality; familiarity with the UNICEF Gender Policy is desirable.
Proven knowledge and skills on quantitative and qualitative analysis.
Institutional knowledge of the UN and UNICEF.
Proven experience in writing analytical papers on children and gender issues.
In-depth knowledge of children’s rights, including CRC, CEDAW and CRPD.
Excellent facilitation and coordination skills and excellent analytical skills.
Proven experience of having participated previously in a UNICEF SitAn
Proven ability to deliver quality reports/analysis and results in line with established deadlines.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
