BACKGROUND

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The Urban Practices Branch (UPB) is the tools and methodology production and skills centre of the UN-Habitat, that develops normative guidance and cutting-edge tools through communities of urban practice. It provides technical and policy advice approaches and methodologies to MCOs/CO, government and partners and mainstreams them throughout the programme portfolio. It also ensures that the cross-cutting area of safety and the social inclusion issues of human rights; gender; children, youth and older persons; and disability are developed and mainstreamed across the Agency.

The Land, Housing & Shelter (LHS) Section aims to develop, document, pilot/test and disseminate norms, standards, tools, methodologies, regulatory frameworks, operating procedures and practices at global, regional, national and sub-national levels in support of a) the equitable supply of serviced land at scale; b) efficient and effective land management systems; c) freedom from arbitrary or forced eviction and the protection of security of tenure for all; d) the progressive achievement of universal access to housing meeting the requirements for an adequate standard of living; e) participatory urban regeneration and slum upgrading.

The Land & GLTN Phase III Programme was initiated in 2019 and will be completed on 31 December 2023, with the inception of Phase IV in 2024. There are multi-donors funding that support the Programme. The focus of this post is to support the Finance and Administration team in the closure of the GLTN Phase III Programme and to prepare for the inception of the Phase IV Programme, providing support to the Project Managers in the Headquarters as well as in the field.


RESPONSIBILITIES

The Finance Assistant will work in the Land, Housing and Shelter Section, under the direct supervision of the Associate Programme Management Officer. She/he will be responsible for the following tasks:

• Performs, under minimal supervision, the full range of finance and grant management support functions including the closure of all relevant projects and grants in Umoja including Agreement of Cooperations in Grantor Module for GLTN Phase III Programme;
• Assist in financial analysis including cash flow forecast and outstanding commitment items such as payments to vendors, consultants and implementing partners;
• Assist in monitoring budget/work programme with respect to the GLTN Phase III Programme budget, including the reallocations of resources as necessary;
• Collect data from relevant databases and prepare customized financial reports;
• Review, analyse and assist in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements of the Land & GLTN Unit, for preparation of GLTN Phase IV.
• Monitor financial resources, including review of Expenditure Reports from Implementing partners, ensuring compliance with the agreements of cooperation and established work plan and payment schedule;
• Assist in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures;
• Assist in monitoring and reconciliating inter agencies accounts within the UN system;
• Any other financial and grant management functions as deemed necessary.

Qualifications/Compétences
A degree in Finance, Accounting, Economics, Business Management, or any related discipline. Relevant training related to Finance and Accounting would be desirable.
At least 1 year of relevant experience in financial and accounting is required.
Good computer skills (Microsoft Office Windows Applications) required

Traduction
Fluency in oral and written English is required.
