How can you make a difference?

Under the supervisor of the Regional Supply Advisor, you will provide guidance, oversight and direction to the Regional Office and all country offices within MENA region on Procurement Services, including work related to national budgeting for essential supplies for children and supply financing solutions. Directly related to this support, you will serve as focal point to identify opportunities on adjacent areas such as market access, market intelligence, market development and national supply chain strengthening.

Summary of key functions/accountabilities:

Drive the strategic utilization of Procurement Services (PS) in the region, in addition to supporting on supply financing and domestic resource mobilization for supplies

Provides technical advice, support and strategic guidance on PS maters to country offices in the MENA region.
Monitors PS activity in the region and general market dynamics; identifies patters and opportunities for collaboration.
Support COs as they engage in Procurement Services and Supply Financing Solutions

Supports Country Office to establish and develop the contact with relevant government counterparts in respect of procurement planning for essential supplies for children.
Provides advice on modalities of support, including but not limited to the provision of PS.
Assists Country Offices to establish the necessary partnership frameworks to provide PS, including necessary risk assessment and mitigation. Provides advice to Country Offices on the appropriate steps required to phase in the PS modality, considering implications of fragility and political instability whenever applicable.
Facilitates the initiation and follow-through of transactional activity by Country Offices and oversees smooth implementation of PS support to partners. Coordinates communication with Supply Division and other stakeholders as required.
Identifies pre-financing needs and liaises with Supply Division to propose and develop viable solutions both internal and externally driven.
Support countries and country offices in the region on developing options for domestic resource mobilization of supplies which are sensitive to region and respective countries’ contexts.
Guide Country Offices to proactively identify operational complexities related to PS engagement, such as in-country logistics, conflict related disruptions, import requirements compliance with regulatory frameworks, special documentation, or issues of intellectual property rights.
Internal and External Awareness about Procurement Services

Increases understanding about PS amongst partners, including through participation in relevant workshops, conference, and regional meetings.
Develops the capacity of country offices in PS maters, both in terms of operational implementation, as well as on the integration with Country Programmes.
Facilitate sharing of knowledge across countries in the region.
Establish linkages with Local Market and Supply System Strengthening and other regional priorities

Support country offices to utilize PS as an entry point for improving local and regional market access to affordable esstional supplies, with the ultimate goal of improve self-sufficiency.
Supports country offices to detect system and capacity gaps in any segments of the supply chain (including planning and supply financing) that may require technical assistance from UNICEF. Liaises with Supply Division to identify most suitable type of support, including possible funding options.
Establish linkages between PS and the development and resilience agenda. Contribute to emergency preparedness efforts in country offices.
Contributes to efforts to expanding the fiscal space, and supporting planning and budget/disbursement processes, with particular focus on selected commodities (Vaccines, Nutrition/RUTF, Medicines, Education).
To qualify as an advocate for every child you will have…

An advanced university degree is required in Business Administration, Management, Economics, Procurement, Supply Chain Management, Contract/Commercial Law, International Development, or related Public Health or Social Science field.
*A first level university degree (Bachelor's), in conjunction with seven (7) years of relevant work experience in programme/project management, procurement, logistics, supply chain management, contracting, administration, public health and/or other directly related technical field, may be taken in lieu of an advanced university degree.
A minimum of five (5) years of relevant experience, at the national and international levels, in programme/project management, procurement, logistics, supply chain management, contracting, administration, public health or other directly related technical field. Understanding of development and humanitarian work. Emergency experience an advantage.
Fluency in English is required. Knowledge of an additional UN Language is considered an asset.
