The role
Save the Children is recruiting for an experienced Regional Consortium Manager who will be responsible for the oversight of a Resilience and Social cohesion programme in 12 communes of the Liptako Gourma (borders areas of Mali, Niger, Burkina Faso). The program brings together an EU Emergency Trust Fund for Africa funded consortium of international organizations (Save the Children, Danish Refugee Council, CARE) with Save the Children being the consortium lead and 5 local organziations to deliver a high quality, integrated programme. The program has three main components: The first component targets communities, community leaders and state representatives who will enhance their capacity to prevent and manage conflict and access to natural resources through participatory and inclusive processes of dialogue, mediation and cross-border community projects around common socio-economic interests. The second component concerns the emergency response to the immediate basic needs of the poorest and most marginalized populations, which will consist in supporting the most vulnerable households to cover their basic needs through social safety nets; emergency management of severe acute malnutrition (SAM) for pregnant women, breastfeeding women (FEFA) and children under 5 years with a Mental Health and Psychosocial support integrated; The third component seeks to sustainably support populations vulnerable to food and nutrition insecurity to better cope with agro-climatic shocks by strengthening their livelihoods. This component will focus on the diversification and securing of economic opportunities in target communities in cross-border areas through the strengthening of animal health services, the production, processing, marketing of animal and agricultural products and the securing / valorization of livestock products. Financial and social inclusion of vulnerable groups (youth, women and marginalized people) will be promoted through support to rural entrepreneurship, life skills and empowerment training, access to micro finance and climate information. The action builds on the technical expertise and in-depth knowledge of the communities of Save the Children (component 2), Danish Refugee Council (component1) and CARE (component 3) as well as their local partners, KARKARA (Niger), and the Billital Maroobé Network (RBM) (Niger) and its members: TASSAGHT au Mali, le Conseil Régional des Unions du Sahel (CRUS) et le Réseau de Communication sur le Pastoralisme (RECOPA) au Burkina Faso et l’Association pour la Redynamisation de l’élevage (AREN) au Niger.

The Consortium Manager will be responsible for coordinating and overseeing the quality of the implementation of the programme, providing overall strategic leadership and managerial oversight on the administrative, programmatic, technical, data collection and operational aspects. S/he will oversee the day-to-day implementation of the programme, including the teams in the field as per organigram. S/he will be accountable for the timely and quality implementation of activities, compliance with donor rules and regulations and effective stakeholder relationship management. S/he will be also be responsible for developing and maintaining strong working relationships with the donor, Governments and consortium members in all three countries of implementation, acting as the primary liaison and program representative.

S/he will also be responsible for the overall management of areas related to finance, budgetary management and oversight, and partner sub-contract management, as well as other operational and administrative duties required by the programme, ensuring that they are executed efficiently and effectively by the regional team and the teams in the field


Qualifications and experience
Relevant university degree (Education or other Social Science, International Development, etc.)

Essential:
Solid experience in managing humanitarian and resiliency programming (with a focus on health nutrition and cash programming)
Solid experience in managing multisector programming
Solid experience in remote management and implementation in complex environments
Solid experience in management of consortia and/or cross border programs with focus on matrix management
Fluency in written and spoken French
Sound knowledge and prior experience in managing EU funded program
Proven skills in program management and administration, including grants management and donor compliance
Proven skills in program monitoring and reporting.
Prior experience in managing complex budgets
Prior experience of working at senior management level in multy country programs.
Prior experience working in emergency response contexts or fragile states.
Strong skills in staff management, moderation, conflict resolution and capacity-building
Ability to lead a programme and support a team working from remote locations
Willingness to extensive field travel and to remote locations
Strong analytical and conceptual skills and the ability to think and plan strategically.
Ability to work with limited supervision.
Commitment to and understanding of Save the Children aims, values and principles.

Desirable:
Proficiency in written and spoken English
Experience in resiliency programming in complex/insecure enviornments.
Experience in promoting children’s participation in programming, design, implementation and evaluation
Working experience in challenging and insecure contexts and/or similar.
Capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.

Contract length: 43 months (with 6 months’ probation)


Location: Niger – Niamey with significant travel to field locations in Niger, Burkina Faso and Mali (Liptako Gourma Area) (up to 50%).
