Organizational Setting
The main aim of FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The Sustainable Agricultural Intensification and Food Security Project (SAIP) is a new project coordinated by the Rwanda Agriculture and Animal Resources Development Board (RAB) through a designated Single Project Implementation Unit (SPIU). Its aim is to consolidate and expand results from two World Bank funded projects, Land Husbandry, Water Harvesting and Hillside Project (LWH) and the Third Rural Sector Support Project (RSSP3), and from selected other MINAGRI schemes. The Food and Agriculture Organization of the United Nations (FAO) is involved in the project implementation by offering the technical assistance (TA). The interventions supported by the FAO-supervised TA-SAIP have the main objective of increasing agricultural productivity, market access and food security of targeted beneficiaries in project areas through strengthened national capacities and those interventions will be aligned with the SAIP – Project Development Objectives (PDO).

The position of national Nutrition Specialist is located in FAO Rwanda Office (in Kigali) and funded under the Technical Assistance to the Sustainable Agricultural Intensification and Food Security Project (TA-SAIP): UTF/RWA/037. This nutrition intervention aims at supporting the project Deliverable 2, by enhancing integrated agriculture and nutrition, through the promotion of household production and consumption of diversified and nutritious foods and supporting nutrition education.

Reporting Lines
The nutrition specialist will work under the general supervision of the FAO Representative to Rwanda, direct supervision of the Assistant FAOR/Programme and the project team leader-under the technical guidance of the FAO Lead Technical Officer and supporting FAO Decentralized Offices, and in close collaboration with the World Bank Single Project Implementation Unit for the Sustainable Agriculture and Food Security Project (SAIP) in RAB.

Technical Focus
The nutrition Specialist will coordinate FAO’s Technical Assistance and assist the international consultant on the integrated Agriculture-nutrition aspects of the Sustainable Agriculture and Food Security Project (SAIP). He/She will serve as the liaison between FAO Rwanda and the SPIU team and participate (on behalf of FAO) to the TA-SAIP M/E team to allow synergies between FAO TA reports and SAIP reports.

Tasks and responsibilities
Work closely with the SPIU in ensuring integrated Agriculture-nutrition is mainstreamed in all SAIP activities; review the SAIP project implementation manual and provide hands-on advice on how to mainstream integrated Agriculture-nutrition by developing a nutrition mainstreaming strategy for the WB SPIU
Ensure nutritional outcomes are captured, by reviewing the SAIP M&E system and proposing changes as needed.
In collaboration with the TA-SAIP team leader take responsibility for monitoring TA-SAIP progress on output 2
Provide technical support to the development of the input kit to be distributed through the SAIP working closely with the SPIU and facilitating linkages with research institutions and private sector input suppliers
Contribute to the recruitment of a service provider to develop the awareness and training materials for kitchen gardens, poultry rearing and bio-fortified seeds and technically supervise their work
Ensure coordination and consultation with RAB, development partners and other stakeholders in developing the materials, keeping in mind other ongoing initiatives of mainstreaming nutrition in extension materials
Manage and organize the ToT for kitchen gardens and poultry rearing for FFS facilitators and extension workings in close collaboration with RAB, including on selection of people to be trained
Lead the integrated Agriculture-Nutrition technical backstopping of the FFS trainings (to be funded under the SAIP) including by supervising the mentoring provided by the service provider and add quality to implementation of the FFSs on kitchen gardens, bio-fortified seeds and poultry rearing.
Provide technical advice on the input kits to be provided under the SAIP
Facilitate linkages with research institutions and the private sector to ensure input kits are considering local innovations and are suitable for the local context.
Work with the private sector and the WB SPIU to improve local sourcing and supply of bio fortified seeds
Contribute to the recruitment of an International Nutrition consultant to undertake a situational analysis of household food practices and consumption patterns in project sites and an end-of-project impact assessment and technically supervise the work and interpret the findings.
Develop and implement a strategy for developing awareness and nutrition education messages and outreach – using various channels, in close coordination with the WB SPIU and the WB supported stunting project
Support the operationalization of the Food Based Dietary Guidelines, by facilitating their translation into Kinyarwanda and developing training manuals for frontline workers
Collaborate with FAO Communications Consultant in the process of professional production of training materials that will be cleared by FAO Publications Workflow Systems 3.0
Prepare an end-of-assignment report upon completion of his/her assignment.
Perform other related duties as required by supervisors

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
Advanced university (Minimum Master’s) degree in Agriculture, Human Nutrition, Food Security or other related fields.
A minimum of 10 years practical experience in the field of Agriculture and nutrition

Languages: Fluency in written and spoken English is required. Knowledge of French and Kinyarwanda would be an added advantage.

Technical/Functional Skills
Previous working experience in coordinating the development and implementation of integrated agriculture -nutrition strategies aligned with national strategies, policies and donor priorities and following organization standards.
Previous working experience in promoting the improved kitchen garden technologies to fight against stunting and malnutrition among vulnerable communities is highly desirable.
Work experience on Farmer Field Schools promotion in Agriculture
Strong knowledge and understanding of FAO project cycle
Extent and relevance of experience in Managing Food security projects integrating Agriculture and Nutrition
Skills in Monitoring and Evaluation of integrated Food Security projects
Experience and skills in food and nutrition security projects/programmes management
Sound understanding of ongoing programmes and policies in Nutrition in Rwanda
Experience in working with nutrition partners and stakeholders at different levels
Excellent interpersonal and communication skills, drafting skills, both written and verbal.
