OBJECTIVES OF THE PROGRAMME
To support the development, implementation, monitoring and evaluation of integrated vector management (IVM) interventions with emphasis on malaria vector control and other disease vectors. To strengthen national capacity and put in place appropriate policies, strategies, operational guidelines and tools for IVM in line with WHO standards. This includes entomological surveillance, vector mapping, and insecticide resistance monitoring and data management.To reduce risks to human health associated with climate change effects and undesired environmental situations associated with poor WASH, air pollution (both ambient and indoor), chemical safety and food safety by strengthening the responses of the relevant sector's in these areas.The strategic objectives are to contribute in building resilience to climate change in health sector including significant supports to promote climate resilient water safety plans, sanitation safety planning, environmental health risk assessment and management; and strengthen capacity of government sectors to address air pollution, chemical safety and food safety issues.
DESCRIPTION OF DUTIES
Under the guidance of the WR and in direct supervision of the Technical Officer/Climate Change and Health, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:1. Serve as the primary liaison for malaria vector control and environmental health between the MoH and WHO;2. Support the implementation of the integrated vector management strategy in the country;3. Provide technical support to the NMCP in rolling out malaria vector control interventions;4. Support insecticide resistance (IR) and vector mapping;5. Conduct training for vector control officers and other staff in-Entomological Surveillance-Field, entomological work including mosquito identification and collection, preservation and transport, maintenance of field insectaries, conducting bioassays, vector susceptibility and insecticide resistance monitoring. -Vector control interventions (IRS, LLINs, LSM);6. Participate in development, review, implementation and monitoring of national malaria strategic, operational plans and integrated vector management strategy;7. Support the control of other disease vectors (Dengue; Chikungunya, Yellow Fever, Zika, Rift Valley Fever), in the context of IVM;8. Participate in field entomological activities and ensure that NMCP field teams follow all WHO approved guidelines, protocols and techniques for mosquito collection and test;9. Promote stronger collaboration and coordination between the NMCP and others malaria control and elimination initiatives; 10. Provide technical support in the area of Protection of the Human Environment of the Office;11. Provide technical support to government to implement national strategies and policies to promote key objectives and targets in the identification and management of environmental risk factors to human health;12. Undertake situation analysis and needs assessment for addressing health and environment challenges and linkages to ensure adequate technical and strategic support the country in the development, implementation, monitoring and evaluation of joint national action plans;13. Plan and organize programs for capacity building on Environmental health initiatives and other the related cross cutting areas;14. Identify entry points for the integration of climate variability and change considerations within national vector-borne diseases control programmes; 15. Support the IPO in the organization, implementation and monitoring of relevant climate change and health activities (as included in project documents on climate change and health being implemented at country level); 16. Support the IPO in the development of relevant training packages, policies, strategies and action plans on climate change and health and in the organization of relevant capacity-building activities at country level; 17. Conduct a variety of community outreach activities concerning the extension of community based networks for improved health environment targeted towards preventing diseases;18. Liaise with national counterparts, technical departments at HQ, donors, and development partners (UN and bilateral institutions) to harmonize recommendations on policies and strategies related to the programme 19. Perform all other related duties as assigned by supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in biology or environmental Health, or health related, with post-graduate in entomology or public health or environmental science or Science
Desirable: Advanced university degree in environmental or public health or Science.Proven skills in training and human resources development in entomology
Experience
Essential: At least five years of experience in the management of malaria vector control at national and regional level, with field experience on malaria vector surveillance, monitoring of insecticide resistance and monitoring and evaluation. Experience in project management and capacity development.
Desirable: Experience in working for UN agencies or international organizationsProven field experience on malaria vector surveillance and monitoring and evaluation.Previous experience in a field and laboratory relevant to entomology.Experience in environmental health, climate change and WASH
Skills
Sound knowledge of the principles, practice, methodology and techniques in entomology, epidemiology, and public health.Skills to collect, analyze and use data for program monitoring and evaluation.Strong skills in data analysis and technical report writing.Skills to work with partners proactively, including effective chairmanship of stakeholder meetings on vector control management

REMUNERATION
Remuneration comprises an annual base salary starting at USD 48,531 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
