OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Assistant Director-General for Education (ADG/ED) and the direct supervision of the Director of the Policies and Lifelong Learning Systems (PLS) Division, the incumbent will lead the development and implementation of the programme of the Section for Teachers Development. S/he will coordinate with UNESCO’s Education Institutes and ensure that technical backstopping is provided to UNESCO Field Offices in implementing the Section’s programme aiming at reinforcing Member States capacity to develop and implement Teacher policies and strategies.

In particular the incumbent will be responsible for the following duties:
Lead the development and implementation of the Section’s programmes and be further accountable for implementing a results-based approach and ensure efficiency and effectiveness in operations;
Lead the International Taskforce on Teachers for Education 2030 Secretariat, further develop its strategy and membership, report to its Steering Committee and ensure that annual work plans and objectives are based on the International Taskforce on Teachers for Education 2030 strategic objectives;
Provide support to reforms, policy development and capacity building of Members States in the field of teachers development in cooperation with concerned UNESCO Education Institutes and entities;
Be responsible for all issues regarding international normative instruments related to teachers;
Generate of evidence of the effectiveness, efficiency and impact of programmes implemented by the Organisation in the field of teachers development;
Lead the organisation of global debates and advocacy initiatives including international debate fora, World Teachers’ Day, global action week and other teachers related initiatives;
Lead and manage the staff of the Section and the International Taskforce on Teachers for Education 2030 team for the purpose of formulating, planning, implementing, monitoring and evaluating the programmes;
Ensure active partnerships, synergies and collaboration with other international and bilateral organisations active in the field of teachers’ development, including the Teacher Task Force Steering Committee and the SDG4 Education 2030 Steering Committee;
Ensure the resource mobilization for the tasks assigned.

REQUIRED QUALIFICATIONS

Education
Advanced university degree ( Master’s or equivalent) in Education, Social Sciences or other related area.

Work Experience
A minimum of 10 years of progressively responsible relevant professional experience in the field of education, of which at least 5 years acquired at the international level, including in teachers’ policy analysis and development.
Proven experience in a leading role in national, regional or international teacher training institutions, including facilitating teachers networks.
Proven work experience in designing and implementing national and/or international large-scale teacher capacity building programmes.
Experience in resources mobilization and partnership development.
A minimum of 3 years of experience in leading and managing teams of professionals in multicultural environment.

Skills/Competencies
Combine excellent capabilities in analyzing policy options and recommending practical policy reforms in the field of teachers’s development, and a capacity to translate analytical findings into policy and into innovative operations to help Member States shift policies in new directions or to pilot new approaches to achieve SDG4 and related teachers’ target.
Ability in engaging in policy dialogue with high-level government officials and international education partners researchers and educators and civil society representatives.
Ability to plan strategically, mobilise teams and partners to translate strategies into priorities, programmes and action to achieve corporate objectives and targets.
Excellent written and oral communication skills, including the ability to prepare, present and discuss findings and recommendations on education issues clearly and concisely.
Ability to take initiative and maintain effective working relationship with people of different nationalities and cultural backgrounds based in different geographical locations.

Languages
Excellent knowledge (written and spoken) of English or French and good working knowledge of the other language.

DESIRABLE QUALIFICATIONS

Education
Advanced university degree (PhD or equivalent) in the field of Education.
Other degrees or short to medium-term training in disciplines relevant to the post.

Skills/Competencies
Results oriented with ability to persuade and influence.
Knowledge of technological changes in the teaching and learning processes.

Languages
Good knowledge of other UNESCO’s official languages (Arabic, Chinese, Russian and Spanish).
