JOB TITLE : Protection from Sexual Exploitation and Abuse (PSEA) Advisor
TYPE OF CONTRACT : Regular International Consultant Level 2 (CST-II)

DURATION : 11 months (renewable subject to performance and budget availability)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) South Sudan has over 700 staff working in Juba and field offices Aweil, Bentiu, Bor, Kuajok, Malakal, Renk and Rumbek in South Sudan and operated in an extremely fragile security situation.
WFP has a Zero Tolerance Policy to sexual exploitation and abuse (SEA) and recognizes that it is a gross violation of power and a form of gender-based violence that all humanitarian partners have to prevent and respond to. Sexual exploitation and sexual abuse (SEA) are extreme forms of abuse of power for sexual purpose where aid workers take advantage of the people they are meant to serve, in particular those in positions of greater vulnerability. SEA can happen wherever people are in dire need and require assistance in settings ranging from full humanitarian crises to peace and development contexts.
WFP is committed to taking all reasonable steps to protect from SEA communities receiving WFP assistance - whether carried out by WFP Employees or any other individuals associated with the work of WFP, whether acting on a paid or voluntary basis and regardless of context or operation. WFP is committed to ensuring that the community rights to dignity, respect and integrity are protected and met.
Given South Sudan's ranking as the fourth-highest SEA risk context globally and the continuing vulnerabilities associated with conflict, displacement, and humanitarian assistance delivery, maintaining a dedicated PSEA Advisor is critical to ensure effective risk management, inter-agency coordination, community-based reporting mechanisms, survivor-centred response, and organizational accountability. Furthermore, WFP South Sudan has had a PSEA Advisor since May 2021 and this has been an essential role to operationalize and implement the ED PSEA Circular on PSEA (2026) and build WFP personnel and partners capacity on PSEA.
PURPOSE OF THE ASSIGNMENT:
Under the direct supervision of the Country Director, the Protection from Sexual Exploitation and Abuse (PSEA) Advisor will support WFP South Sudan to implement the Executive Directors Circular on PSEA (OED2026/009)). The PSEA Advisor will develop and implement the WFP South Sudan PSEA Action Plan, which focuses on scaling up and taking forward prevention and response efforts to sexual exploitation and abuse. This will include conceptualizing and implementing SEA prevention activities, responding and escalating to OIGI SEA allegations, and ensuring appropriate victim support, liaising with the PSEA Taskforce and other inter-agency bodies working on PSEA. The Advisor will also be expected to make contributions to inter-agency PSEA response and monitoring, liaising with senior management at national, regional and international levels on the same. The PSEA Advisor will be also responsible for designing and implementing targeted capacity building activities for staff and partners across different sectors, producing and disseminating relevant technical guidance, tools and resources. PSEA initiatives should be planned and implemented in coordination with relevant technical areas in the country office or regional bureau, including but not limited to Protection, AAP, Gender and Monitoring. As far as possible, collaboration with the In Country PSEA Network and/or other protection and gender partners should be undertaken.
KEY ACCOUNTABILITIES / RESPONSIBILITIES
• PSEA Risk Assessment - Undertake a comprehensive risk assessment of WFP presence, operations and activities to identify existing and emerging risks and present mitigations for adoption by the Country Office. Identified risks and mitigations should also be integrated into relevant risk documents in Country Office and in programme and operational approaches. Define root causes of SEA related risks in the Monitor and adjust existing mitigation and prevention measure accordingly to inform programme adjustments.
• Strategic PSEA Guidance and Advisory-In collaboration and coordination with the Senior Country level PSEA Focal Point (Deputy Country Director), advise senior management on meeting PSEA obligations and recommend improvements to prevention strategies and response mechanisms.
Action Plan and Standard Operating Procedure - Develop, update, implement a country specific PSEA Strategy and Action Plan that reflects and responds to current country context with clear timelines and budget requirements, and engage relevant colleagues across AAP, Protection, Gender, Human Resources, Partnerships, all programmatic activity leads, supply chain and logistics and other technical areas according to their responsibilities. The advisor will also be responsible to review and update the existing Standard Operating Procedure for Responding to Allegations of SEA in South Sudan Country Operations. The SOP should reflect dear roles and responsibilities, resources and community preferences and feedback on WFP prevention, mitigation, response and support.
• Mainstreaming of PSEA - Identify existing good practice, gaps and opportunities for mainstreaming of PSEA across all WFP programmes and activities and support progress accordingly. This may require resource mobilization, capacity building, strengthened interagency collaboration and enhanced referral pathways. This should be delivered in collaboration with related cross-cutting topics including protection, gender, accountability to affected populations and monitoring and evaluation.
• Interagency Collaboration - Represent WFP in the Interagency PSEA Taskforce, ensuring that the needs of WFP’s affected populations are addressed in inter-agency forums, plans and outputs. Ensure alignment between WFP and inter-agency practices on risk, prevention, mitigation, response and support, including community-based complaint mechanisms. Work with WFP colleagues, the In-Country PSEA Network, partners and communities to identify and implement effective SEA reporting options that protect confidentiality and are safely accessible to all community members, particularly those who are marginalized or in positions of greater vulnerability. Collaborate with relevant technical areas, the In-Country PSEA Network and partners to establish or strengthen WFP and inter-agency mechanisms for receiving SEA reports.
• Partner capacity - Oversee the implementation of the Interagency PSEA Partner Assessment Tools (developed by IASC with WFP support). Assessments should Include partner capacity support plans and be periodically reviewed to ensure achievement of capacity needs and to reflect any context and partner changes. Where possible, interagency collaboration should be adopted to streamline assessments and support plans.
• Survivor - centered approach – Roll-out regular training sessions for PSEA Focal Point (FP) to build their understanding and capacity on how to receive and escalate allegations of SEA as well as how to facilitate access to assistance for victims and survivors of SEA. Acquire and update as required PSEA referral pathways to ensure an up-to-date list of services available in all areas of operations for victim/survivors of SEA. Strengthen capacity of WFP Cooperating Partners to meet survivor-centered good practice.
• Reporting and management of allegations- Receive reports and queries about alleged acts of SEA, and support reporting allegations through corporate mechanisms. Ensure that SEA reporting mechanisms and protocols are clearly understood by all staff, implementing partners and Community Feedback Mechanism (CFM) personnel are familiar with the Guidance on the management of sensitive allegations. Once an allegation is received, ensure that all related information is handled confidentially and referred to strictly in line with agreed protocols and established global SOPs, both within WFP and at the inter-agency level.
• Response to Reports of SEA - Immediately report all allegations, suspicions and concerns of alleged SEA to Office of Inspections and Investigations (OIGI), providing as much information as is available at the time. Refer victims of SEA to available support and assistance services in line with in-country referral pathways and relevant PSEA Network SOPs and provide anonymized information on SEA allegations in accordance with the In-Country PSEA Network SOPs and Information Sharing Protocol.
• PSEA Focal Points - Oversee the network of WFP South Sudan PSEA Focal Points, ensuring that their roles and responsibilities are well understood and performed, their capacity development needs and opportunities are regularly reviewed and addressed, and their identities and contact details are widely known and easily accessible. Ensure that all Focal Points collaborate with inter-agency PSEA networks in their locations to establish community-based complaint mechanisms and that SOPs for inter-agency and WFP complaint handling meet survivor-centered standards.
• Awareness raising - Develop and implement innovative awareness-raising approaches that reflect the roles and responsibilities of each audience and their communication, information and language needs and preferences. Regularly train WFP employees on PSEA and SEA reporting mechanisms, including through induction briefings and training for newcomers.
Raise awareness among WFP staff, Cooperating Partner staff, vendors and contractors, authorities, local leaders, communities and other key stakeholders. Support Cooperating Partners and other partners to conduct awareness-raising sessions jointly with WFP and relevant Field-Office and CO technical areas. Work with colleagues and partners to ensure that communities receiving WFP assistance are routinely informed of their rights, what SEA is and how to report it, including during each pre-distribution meeting and other relevant events.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree (Master’s or above) in social sciences, psychology, gender, protection, humanitarian law, GBV, social work or related, or first university degree (Bachelor’s) in the above field with additional relevant experience. Additional training in relevant fields is desirable.
Experience:
For the master’s degree holder, at least Eight (8) or more years of experience in PSEA, gender, Protection, GBV or related areas. For the bachelor’s degree holder, at least Ten (10) years of the above experience is required.
Demonstrated knowledge of working with communities in deep-field locations.
Demonstrated ability to lead and motivate multi-cultural, cross-functional teams.
Experience working in emergencies, humanitarian operations or other complex operational environments, conflict-affected context is required
Knowledge & Skills:
Proven Integrity, objectivity and professional competence.
Demonstrated sensitivity to cultural diversity, protection and gender Issues
Strong familiarity with UN policies and practices around gender, PSEA, Protection, GBV and related Issues
Excellent research and analytical skills
Excellent writing and interpersonal skills
Experience in working directly with local communities will be an asset.
Languages:
Fluency (level C) in English language is required
ADDITIONAL INFORMATION:
· The position is based in Juba and may require travel to WFP field offices and operational locations in South Sudan, subject to operational and security requirements.
