Since the onset of the conflict in Sudan on 15th April 2023, the status of children across the Country is deteriorating. Despite the challenges which the active fighting in Khartoum, Darfur’s and more recently Kordofan States has brought, UNICEF Sudan is staying and delivering for the children of Sudan. UNICEF Sudan has moved its national office from Khartoum to Port Sudan and is maintaining a programmatic and operational footprint across the Country. After being evacuated from the Country, and where and when safe and appropriate, UNICEF is looking at gradually bringing back its international staff in support of its mission in Sudan. In the meantime, and due to the heavily complex and sometimes charged political environment, it is vital for UNICEF Sudan to ensure solid communications capacities within the Country to safeguard UNICEF voice, brand and position as partner of choice to deliver for the children of Sudan.

How can you make a difference?

The Communications Manager will be based in the UNICEF Sudan national office in Port Sudan and reports to the Chief of the Innovation, Mobilization of Resources, Partnerships, Advocacy and Communications Team (IMPACT). The Communication Manager has a metric reporting line to the Representative as the main spokesperson of the UNICEF Sudan Country Office, and will work closely with the Senior Management Team, in particular in support of crisis communications and engaging the media.

The Communication Manager is accountable for:

Offering strategic support to the development, implementation, monitoring and evaluation of integrated partnership, advocacy, communications and fundraising strategies to achieve positive outcomes for the children of Sudan.
Lead media and communications systems strengthen and capacity building support throughout SCO and in close coordination and collaboration with GCA, PFP, MENARO, and others.
Lead development and coordinate implementation of a SCO crisis communications strategic action plan.
Offer strategic oversight, guidance and capacity building support in SCO engagements with the media.
Provide day-to-day supervision, coaching and mentoring of IMPACT media and communications officers and specialist.

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in one of the following fields: Media and Communications, International Relations, Political Science, International Development, Public Policy, Public Administration, Economics, or related fields.
*A first level university degree (Bachelor’s) in a relevant field, in conjunction with two additional years of relevant work experience in advocacy, campaigning or a related field may be taken in lieu of an Advanced University degree.

A minimum of (8) eight years of relevant professional experience in advocacy/ campaigning and communication is required.
Experience in leading the development and implementation of advocacy and communication strategies, with clear theories of change, specific, measurable and timebound objectives, and performance indicators.
A track record of achieving or contributing to tangible policy change.
Proven experience in deploying a range of advocacy and communication tactics based on a clear theory of change.
Experience in building strong relationships with traditional and social media entities and using media relations and channels to engage public audiences.
Experience in building and maintaining a network of stakeholders, and in working with coalitions.
Experience in managing a team is a requirement, along with a proven commitment to diverse and inclusive recruiting process. Experience managing a multicultural team is an asset.
Demonstrated experience in design and management of projects, including budget management and monitoring and evaluation of results.
Knowledge of children’s rights, public policy, international development and humanitarian issues.
Experience in advocacy at the international level is an asset.

Experience in training and facilitation is an asset
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of Arabic is a strong asset.

Remarks:

Eligible UNICEF Staff Members on fixed-term, continuing or permanent contracts applying to this TA may be able to retain a lien on their existing post for the duration of this TA.
