Job Title: Programme Policy Officer (Temporary)
Grade: SC9 (equivalent to NOB)

Under the direct supervision of the Director of WFP China Office, the incumbent will be the Chief of Capacity and Knowledge Unit which is focuses on capacity building and knowledge sharing initiatives, including through South-South Cooperation framework.

The incumbent will lead WFP China’s efforts in mainstreaming capacity building and knowledge sharing activities by closely coordinating with activity managers from all functional units in WFP China Office, as well as internal and external stakeholders. The incumbent will contribute to the strategic positioning of WFP China Office as Centre of Excellence, leveraging and enhancing the experience and effectiveness of knowledge sharing and technology transfer at policy, technical and community levels. The incumbent is responsible for, but not necessarily limited to, the following assigned duties.

1. Lead and formulate high-level approaches and guidance for Knowledge Sharing Platform and Cloud School, in line within the framework of the approved UN Sustainable Development Cooperation Framework and the WFP's Strategic Plan.

2. Oversee and lead the development of Technical Training Activities for WFP China interventions, with a focus on agricultural and rural development, food security, nutrition improvement, and poverty reduction, ensuring high impact activities are delivered in accordance with strategic objectives.

3. Lead the design, development, and implementation of Capacity Building Strategy, Framework, and Actions. Promote the advancement of capacity development initiatives and priorities to support building the capabilities of WFP staff and counterparts.

4. Oversee the establishment of Knowledge Sharing Networks, Communities of Practices, and Strategic Working Groups to ensure peer support, knowledge transfer, and critical alignment. Develop and maintain internal and external strategic partnerships to identify opportunities for collaborative approaches and acquire critical new knowledge.

5. Develop, maintain, and coordinate Operational Partnerships with other UN humanitarian agencies, NGO partners, and relevant stakeholders to identify opportunities for collaborative approaches and initiatives.

6. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

7. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

8. Identify a range of financing opportunities and contribute to the development of concept notes and proposals for capacity building and knowledge sharing initiatives.

9. Document and share best practices to support the advocacy and replication. This includes developing clear information products, showcasing WFP and partner work, and adopting various communication formats to target different audiences with these products.

10. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.

11. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE

Eight years of progressively responsible work in the relative business stream (food security, agricultural and/or rural sector). Previous work experience in the UN/international organizations/NGOs will be considered an advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

Has deepened technical knowledge through exposure to technical teams.
Has taken leadership of implementing programmes.
Has provided input into policy discussions and decisions.
LANGUAGE

Fluency in both oral and written communication in English and Chinese. Excellent English writing skills required. Knowledge of another official United Nations language is an advantage.
