ORGANISATIONAL CONTEXT:

The World Food Programme (WFP) is the United Nations frontline agency fighting hunger. WFP reaches more than 150 million people per year - delivering humanitarian food assistance and working with smallholder farmers, communities, and governments to improve nutrition and build resilience to crises. As conflict, climate change and economic shocks drive up the number of hungry people in Eastern Africa, finding innovative solutions to the complex humanitarian and development challenges in the region is essential, now perhaps more than ever.

In Rwanda, WFP supports the Government with its ambitious goals to ensure food security and nutrition and equitable access to sustainable livelihoods for all. In this effort, WFP Rwanda works closely with diverse stakeholders to provide general food and nutrition assistance to over 135,000 refugees, asylum seekers and returnees; to strengthen national disaster risk management, social protection, school meals and nutrition programmes; to transform food systems; and to support emergency preparedness and response.

JOB PURPOSE:

The purpose of this function is to coordinate Cash–Based Transfers (CBT) activities at the Field office level and Complaints and Feedback Mechanisms

(CFM) activities across the different strategic outcomes in the Rwanda Country Strategic Plan (2025-2029), The Programme Assistant will under the supervision of the Programme Associate at field office, and technical supervision of the Programme Policy Officer (Cash Based Transfer) based at CO-Kigali.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
Provide project management and/or general office support following established targets and WFP’s policies and procedures.
Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
Support communication and activities with local partners, agencies, NGOs and government institutions.
Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

Has a proactive attitude, an ability to plan work and prioritize competing activities and ensure their completion
Has worked with technical teams ( e.g. : programme team, refugee operation team , etc. ) to implement development or humanitarian projects or programmes
Has a good understanding and/ or experience in managing project and/or programmes
Has string interpersonal skills and ability to deal patiently and tactfully with people of different nationalities and cultural background and to manage externals partnerships
OTHER SPECIFIC JOB REQUIREMENTS

Experience in beneficiary feedback systems.
Experience in humanitarian and development project including livelihood projects
Experience in providing inputs into policy discussions and decisions
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Bachelor’s degree in international affairs, social sciences and other field related to international development assistance.

Experience: At least 5 years of experience in implementation and design of development project or humanitarian programmes operations, particularly CBT activities

Language: Fluency in both oral and written communication in English. Fluency in Kinyarwanda preferred.
