Junior Consultant- Programme Policy Officer (Resilience & Livelihoods - Syntropic Agriculture)

THE CONTEXT AND OBJECTIVE:

The World Food Programme (WFP) Guinea Country Office has been committed to supporting the most vulnerable people in the Guinea through food assistance and resilience building activities with Zero Hunger Village (ZHV) Project. Climate change poses significant challenges to Guinea's agricultural systems, which are vital to the economy and food security. Agriculture, heavily reliant on rainfall and temperature, is highly vulnerable, and smallholder farmers often lack the resources to adapt to changing conditions.

Deforestation is one of the key drivers of climate change in Guinea, affecting both mitigation and adaptation efforts and ultimately influencing food security. To address these challenges, the WFP has implemented syntropic farming in Guinea (Kankan and N’zérékoré) since May 2023, with support from the Senegal Regional Bureau. This initiative includes Training of Trainers (ToT), pilot Syntropic Agroforestry Farms (SAFs), and SAFs on private plots. These nature-based solutions target the root causes of environmental degradation, focusing on ecosystem restoration through Food Assistance for Assets (FFA), environmental resource management training, and market access support for smallholder farmers. The integration of land rehabilitation efforts with school feeding and nutrition programs has yielded impressive results in enhancing resilience.

Syntropic agriculture, a method developed by Ernst Götsch in Brazil, has been adapted for Guinea. This agroforestry system mimics natural succession by cultivating crops, pastures, and trees together, creating cooperative interactions that result in a robust, self-sustaining ecosystem. It represents a shift from exploiting nature to harmonizing with it, transforming degraded land into fertile, densely vegetated areas. A year of field visits and trainings in Guinea has demonstrated the scalability and replication potential of this approach, with positive developments in pilot areas.

In its third year, the WFP aims to replicate the project’s impact by empowering communities through training and fostering autonomy in agroforestry practices. The introduction of “mutirão” workgroups—collaborative efforts for plantation implementation and management—and the establishment of reference sites for peer learning and knowledge exchange will further support scaling efforts. The project is set to expand to Côte d’Ivoire, leveraging lessons learned and best practices from Guinea to maximize regional impact. Given that agroforestry demands precision, knowledge, and hands-on management, in-person technical support through periodic trainings and constant support from cooperating partners becomes pivotal for the project's development. The agroforestry expertises are needed to ensure the project's successful evolution and regional replication.

These terms of reference focus on the activity of syntropic agroforestry farming in Guinea.

Intervention area:

The main target of this work includes N’zérékoré and Kankan.

RESPONSIBILITIES:

Under the supervision of the Head of Resilience and technical support from the Climate change and resilience programme officer. The project coordinator is responsible for supporting the technical consultant to ensure the project runs smoothly. He or she must be in constant communication with the different stakeholders involved and monitor the planning and development of activities, as well as their records and reports. Provide guidance to NGO agents, local consultants, and WFP staff on the demands for carrying out activities and organize the schedule of activities and planning of the project team in constant contact and alignment with local agents and the technical consultant. Organize budgets and reports of activities in line with the technical consultant's guidelines. Provide local and ongoing virtual support throughout the project. The consultant will work with Technical Expert Consultant for SAF and in close collaboration with programme staff in regional, country, and sub-offices. In addition, he/she will also work with cooperating and government partners. The consultant is expected to demonstrate a high degree of independence in carrying out the assigned activities, including proactively managing tasks, making informed decisions, and ensuring timely delivery of outputs with minimal supervision.

SPECIFIC TASKS:

Project coordination and management, focusing on partner coordination and guidance from the Technical Consultant in decision-making and strategies for implementing activities. Support for the organization and management of the "mutirão" working groups in close collaboration with local consultants, NGOs and local WFP offices.
Support cooperating partners and staff in preparing project budgets, acquire adequate material and enquire suppliers.
Institutional coordination: seek synergy of activities with government partners, and other institutional partners such as universities with initiatives that can add to the work strategy.
Support the technical consultant in planning activities and organizing partners in planning, recording activities and collecting data in the field, systematizing activity reports with support from the technical consultant and managing the project's image bank
Provide technical field support and related technique for technical expert consultant, facilitating training and SAF implementation, including English/Portuguese to French interpretation and communication with local NGO and beneficiaries.
Support the implementation of private SAFs, reviewing and supporting cooperating partners in establishing agroforestry teams, aiding in plot preparation, overseeing logistics, and providing technical support during planting.
Provide technical support to local partners in establishing agroforestry groups and nurseries. Support the preparation of training sessions focused on the implementation of SAFs with a hands-on approach.
Coordinate site and participant planning for training, including preparation of materials and scheduling practical exercises.
Develop an evaluation and monitoring framework in collaboration with RAM units, supervising collection of data, developing KPIs and transmitting to the technical consultant information on the project's progress, difficulties and possible alternatives for better progress of the work.
Assist in creating and distributing technical guidance and advocacy content internally and to cooperating partners, aimed at enhancing and accelerating syntropic agroforestry activities.
Support the integration of carbon sequestration offset schemes with eligible communities, collection of GPS data polygons for all sites in question (for inclusion in AIMS)
During the contract, the work will involve 5 days of monthly dedication for planning, institutional coordination, virtual meetings, and training. It will also include 2 missions of 30-35 days in the field , with the delivery of materials, photos, videos, and detailed reports
Develop documents and presentations with the support, direct guidance and collaboration of the technical consultant such as report on general activities, recommendations and next steps plan for cooperating partners and sub-offices following each mission, as well as an action plan for country office.

TECHNICAL SKILLS & KNOWLEDGE:

Background in syntropic farming and natural resource management.
Exposure to different agroecology and countries/ continent is desirable.
Proficiency in Windows, MS Office (Word, Excel, Power Point, Outlook) is desirable.
Flexibility in accepting and adapting to various environmental and social setups. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Experience in the use of drone technology for aerial imagery, capability to capture high-quality data for environmental assessments is an asset.
QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education :

Advanced university degree in Natural Resource Management, Forestry, Agroforestry, Agriculture, Environmental Science, or other field relevant to food security and livelihood, with a demonstrated focus/interest on rural livelihoods.

Experience :

Relevant work experience in Natural Resource Management and Agroforestry system in different agroecology.

Experience in providing technical and writing support to development policy and program activities.

Language :

Fluency (level C) in French and English;

Fluency in Portuguese is an asset.
