BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Mozambique faces recurrent and compounding shocks, including climate-related disasters, economic instability, pandemic and armed conflict, which deepened poverty and strained the country’s social protection systems. Despite ongoing efforts, the sector continues to face challenges in reaching vulnerable households, particularly in remote and shock-affected areas.
In response, the World Food Programme (WFP) is expanding its support to the Government of Mozambique, with a focus on strengthening social protection mechanisms. WFP is a strategic partner to the National Institute of Social Action (INAS), providing technical and operational assistance to deliver cash-based support under the Shock Responsive Social Protection (SRSP) programmes since 2019. This collaboration includes facilitating registration and rollout of cash transfers to vulnerable households, as well as supporting the implementation of productive safety nets through cash-for-work and livelihood activities.
The current scale-up, funded by the World Bank, marks a significant recognition of WFP as a partner of choice for the government in the provision of cash services. With this initiative, the Government aims to reach over 280,000 households across several districts in 7 provinces, delivering timely cash assistance and resilience-building interventions. Overall, the programme seeks to restore household resilience, reduce food insecurity, and mitigate the effects of multiple shocks.
To support this ambitious effort, WFP Mozambique is recruiting a Consultant Level 2 (CST II) to provide operational and coordination support for the effective delivery of cash transfers and resilience activities, in alignment with WFP standards and national priorities.
OBJECTIVE:
The objective of this consultancy is to provide operational support and coordination to the implementation of cash transfer and resilience restoration activities targeting vulnerable households, in close collaboration with the Government of Mozambique. The Consultant will play a pivotal role in supporting the rollout of WFP’s service provision under the Shock Responsive Social Protection (SRSP) and productive safety net programmes, ensuring effective delivery of cash assistance and livelihoods support across targeted districts. This includes facilitating alignment with government systems, strengthening field-level coordination, and contributing to the overall efficiency and impact of interventions.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
The role holds overarching responsibility for coordinating a large-scale programme of unconditional and conditional cash transfers, involving multiple stakeholders and government counterparts. The incumbent will lead strategic planning and coordination of service delivery with INAS, both at central and Delegation level, as well as other government entities and Cooperating Partners, ensuring that multi-sectoral assessments, beneficiary verification, and market analyses inform effective programme design.
The incumbent is expected to ensure stakeholder engagement, facilitating collaboration across WFP Field Offices, Cooperating Partners, and local authorities to ensure coherent implementation and dissemination of key messages, particularly around financial inclusion.
Specific tasks and deliverables:
Programme Coordination: Lead planning and coordination of large-scale unconditional and conditional cash transfer programmes, ensuring alignment with government counterparts and operational strategies.
Stakeholder Engagement: Facilitate collaboration with INAS delegations, local government entities, WFP field offices, and cooperating partners to ensure cohesive implementation and effective messaging, particularly on financial inclusion.
Assessment Oversight: Guide multi-sectoral assessments, network assessments, beneficiary verification and data collection, and market analyses to inform transfer modalities and delivery mechanisms.
Programme Delivery: Oversee implementation of diverse cash-based assistance, including cash for work activities and soft conditional vocational trainings, ensuring timely execution and alignment with district authorities.
Advocacy and Representation: Contribute to local-level advocacy efforts, promoting the value and impact of cash-based programming with partners and government stakeholders.
Protection and Inclusion: Ensure the rollout and monitoring of Community Feedback Mechanisms to uphold accountability and inclusion.
Monitoring and Reporting: Support accurate and timely reporting on programme activities, including distributions and stakeholder communications.
Staff Supervision: Provide guidance and oversight to field staff, serving as a key reference point and supporting task execution.
Additional Responsibilities: Perform other duties as required to contribute to the success of WFP’s operations in the region.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Proven expertise in coordination of complex interventions, programme execution, government engagement.
Experience in working with Governments and/or in World Bank funded initiatives are valued in the selection process.
Knowledge of Mozambique is a plus.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced degree in International Development, Political Sciences, Social Sciences, Anthropology, Sociology, Economics, or other related fields.
Experience:
Minimum of 5 years of experience in Humanitarian and/or Development programming, with a focus on one or more of these Programmatic Areas: social protection, resilience building and cash for work, Cash Based Transfer (CBT), field operations, coordination, emergency response.
Knowledge & Skills:
Strong analytical and communication skills, proven operational and field level capacities, and ability to coordinate multiple stakeholders – including Government counterparts - and deliver results.
Languages:
Fluency in English and Portuguese is required
TERMS AND CONDITIONS:
Type of contract: International Consultant - Level II
Duty Station: Maputo, Mozambique, with frequent travel to the provinces
Duration: 11 months, with possibility of extension based on performance and funding
